Vietnam seeks market response to revamped PPP legislation

Law firm Hogan Lovells is chairing a series of meetings with interested private sector companies in Vietnam and Singapore to gauge reaction to a major re-drafting of Vietnam’s legislation on PPP projects.

Vietnam’s Ministry of Planning and Investment (MPI) hired Hogan Lovells to address issues that have hindered PPPs in Vietnam and to "re-energise" the programme.

The MPI wants input from the private sector to ensure Vietnam’s PPP projects work for both the public and private sectors.

"This feedback will be very important to help the government of Vietnam understand the private sector viewpoint as it finalises these regulations," Hogan Lovells said.

Past difficult issues include clarifying the roles of the public sector stakeholders in PPPs, and setting out a clearer process for identifying, analysing and tendering PPP projects.

Half-day sessions are being organised in Hanoi, Ho Chi Minh City and Singapore.

Changes to the law are discussed here.
