Dubai Healthcare City launches $354m development plan

The Dubai Healthcare City Authority (DHCA), the governing body of Dubai Healthcare City (DHCC), has unveiled a landmark AED 1.3bn ($354m) development plan aimed at transforming DHCC into a world-class hub for healthcare innovation, investment, and sustainability.

The plan includes the construction of DHCC’s first LEED Platinum-certified office building (detail below), a purpose-built medical complex, and a range of supporting infrastructure facilities designed to strengthen the city’s healthcare ecosystem and attract global investment.

Construction is set to begin in December 2025, with completion targeted for November 2027.

Issam Galadari, chief executive officer of DHCA, said the developments align with Dubai’s long-term economic and environmental goals.

“Our upcoming development plan, starting with these flagship projects, reflects our commitment to shaping the future of healthcare infrastructure in Dubai,” Galadari added. “By creating an ecosystem that attracts investments and fosters innovation while integrating sustainability with world-class design, we are aligning with the Dubai Economic Agenda, D33, and the UAE Net Zero Strategy 2050.” 

The office building, designed by P&T Architects and Engineers, will span 13,000 sq m across three basement levels and nine floors.

It will feature a mix of flexible office units and ground-floor retail spaces.

It aims for a LEED Platinum certification, meaning it will have to meet world-class standards in energy efficiency, water conservation, sustainable materials, and indoor environmental quality.

Complementing this is the purpose-built medical complex, a 5,800-sq-m anchor project designed by Dubai-based Design and Architecture Bureau.

It will house adaptable spaces for surgical operations, laboratories, diagnostic centres, outpatient clinics, and medical offices. Its shell-and-core layout and smart parking integration are intended to ensure long-term adaptability.

DHCA will also deliver multi-storey car parks equipped with electric vehicle charging stations, Salik-integrated smart parking systems, and universal accessibility features.
