Atkins wins role helping China’s local governments plan sustainably

Atkins has won a commission to develop guidance for eco-low carbon (ELC) urban planning in China.

Funded by the UK’s Foreign and Commonwealth Office Prosperity Fund, and led by Atkins’ sustainable planning team in Beijing, the project focuses on city governments, Atkins said.

The Prosperity Fund brings together Chinese and British experts to develop low carbon policies, practices and regulations, with a focus on sustainable urbanisation.

China’s 12th Five Year Plan emphasises energy and resource efficiency, reducing greenhouse gas emissions and environmental protection, but Atkins says there is a lack of knowledge in ELC urban planning at the local government level.

Mark Hewlett, Atkins’ project manager, said the project will provide "a clear, practical methodology for ELC urban planning which sets out approaches, methods, tools and techniques tailored for Chinese local government planning based on international best practice."

Supported by China’s Ministry of Housing and Urban-Rural Development, Atkins will work with two selected city governments to develop the ELC guidance.
