Gilbane to build 1,000 houses on $1bn Virginia development

US contractor Gilbane has been selected to build 1,000 homes across 55 acres for the $1bn redevelopment of Calvert Square and Young Terrace in Norfolk, Virginia.

The development aims to replace decades of older public housing stock, thereby revitalising urban living for mixed-income households in Norfolk’s St. Paul’s district.

The project will contain affordable housing, green spaces and shared community facilities, with residents able to walk to amenities.

The development is being overseen by the City of Norfolk, local housing officials and the Norfolk Redevelopment and Housing Authority (NRHA).

Bobvala Tengen, Gilbane’s senior development manager, said: “Our goal is to create high‑quality, inclusive housing options and neighbourhood assets that reflect the vision and aspirations of current residents while building toward a stronger, more resilient future.”

Yarojin Robinson, Gilbane Development’s senior vice-president of affordable and mixed-income housing, said: “This transformative project is about more than physical change — it’s about honouring the legacy of Calvert Square and Young Terrace while expanding opportunities for the families who live here.

“We’re committed to working hand-in-hand with residents, NRHA and the City of Norfolk.”
