Puerto Rican PPP heavyweight joins Parsons Brinckerhoff

David Alvarez has been named a principal consultant in the strategic consulting group of Parsons Brinckerhoff, advising on major public-private partnerships (PPPs).

He was formerly executive director of the Puerto Rico Public-Private Partnerships Authority, the first centralized PPP government agency in the US.

There he led development of Puerto Rico’s first design-build-maintain project for public schools, oversaw the financial close of the concession of toll roads, and managed the securing of a long-term lease of the Luis Muñoz Marín International Airport.

Previously, Mr Alvarez served as a senior adviser and special aide to the president at the Government Development Bank for Puerto Rico. He also served as deputy director of consulting services at Santander Securities and adjunct vice president in Santander Bank Puerto Rico.
